You become council or higher in any coven.
The spellcasters coven allows all members to become council members.
Simply find the spellcasters coven page in the groups section.

There are several ways to post a spell.

As Unholyrose said, to post a spell in the Spells section of the site you must be a member of one of our Covens and be of Council rank or higher. The easiest way to do this is to join Spellcasters Coven on this site where you will immediately have Council rank.

Alternatively, if you decide to join a different coven, you can ask the Priest or the Priestess, or one of the Council members in that coven to post it for you.

And finally, you could simply post your spell in the Spell Suggestion Forum in the Forums tab.
