First of all, you must have been a regular poster here on SOM for at least 3 months and during that time have shown yourself to be mature, knowledgeable, and capable of helping others with their questions. Once you have met all these requirements you can send an e-mail to the site owner and he'll review your history here on SOM. If he then feels you're qualified to run the group he will let you know. But understand that just because you think you're capable of running a group and you've applied doesn't mean you'll be permitted to take over an inactive coven.
