If you are trying to join a physical coven near where you live then you are unlikely to find one that will take you. In the US it is illegal to interfere in the religious upbringing of a minor so any reputable coven is unlikely to accept you until you are at least 18 years old, and in some states even older.
You can join one of the covens here on SOM, Teen Witches might be a good fit for you. Take a look at the different groups here and see which one sounds like one you'd like to be a member of and then apply for membership.
