Does not seem a very prominent spell, but one never really knows. Kids are very proficient with the simple Mother Goose's chant: "Rain, rain go away, come to us another day..."
The kids are though, naturaly more intune with natural energies and more openiminded , focused, plus they usualy chant that together, all having same intention... that just to illustrate that simple chant can change the weather, but can simply means it's possible here, but hardly likely.
Even the folkoric methods of weather magick tested through ages by experience of practitionres will not always work, and may give different results at different times. Like Wind knots or dagger placed in front of oncoming storm.
The reason for such are many, too many variables in weather magick, and too many people wishing different things, and Higher power having Their reason for exalting elements etc.
Simply put, weather magick is rather unpredictable , even when properly done ;)
