The Rain spell have worked for me some times...but remember no spell are powerfull than those you make your self.

a good way to improve is saying this chant:
Now it is the time.
Now it is the hour.
I am the magic.
I am the power.

so can say it anytime a day so just go and chant it for yourself then you are walking or waiting for the bus.

You know, Icedust is correct, Spells are always best, when you do make them and do the spell casting yourself, but there are some tried and true methods in doing so #1 Always speak your spell in Rhyme, that seems to work best. #2 Check your planetary hour tables and keep notes about what you do and how it works. #3 Check out the current phase of the moon. There are a lot more things that you could do and check out to aid you in the successful casting of the spell.
And above all else, this is something my mother taught me years ago. Always know what you are doing and the why of it and work within the laws of Nature.
