Bless the Lord, O my soul: and all that is within me, bless his holy name. depends on your path and the specific water you wish to make. lunar water you would leave under the full moon, solar water under the sun, storm/rain water you would collect from a storm [there's also many chants and ways to make that too]

for your basic holy/blessed water there's a few options, adding sea salt or a clear quartz crystal is one way. you could also cup your hands over the bowl, and say a prayer calling on your specific deity [or fae, dragons, spirits, whatever you work with] so knowing your path would help narrow down the specific prayer or chant you require. very simple one is 'oh Lord and Lady, bless this water with your light, as in harm none, so mote it be'.
