If you're new to talking to them, Dragons are quite rough to contact unless you have a specific reason.

Many require and want dedication. We have met draconic spirits who do not allow their followers to practice anything else but dragon magic.

If you want, Essix is a place you can contact. There are many dragons there, but you need to Astral Project or go there in dreams. The reining god there is Kiazor, with his mate (or sometimes they are considered as one) Kiaza. They are highly social and love contact. Ask for their presence in dreams and you will obtain it.

I am into draconian path along side with being a chaoist. Tiamat is the one I look up to being the mother of all monsters,spirits,daemons,pridmordial chaos,darkness,mother of all the gods,and the god/ddess of the subconscious.

Ah, yes, Tiamat. She is also the being of the Ocean. If you plan to connect with her, seashells and having a space primarily dedicated to her waters is a good idea. She is quite the one to demand dedication, however, she has been easing up recently. Kingu and Apsu are also notable draconic gods, as they go along with Tiamat.

I haven't used any sea shells for Tiamat just dragons blood incense,black candles,scrying mirror, sigils and .bloodletting.

You are dealing with her more chaotic side, then. She is a being of two faces, although be it balance, hence why many depict her as having two heads. However, we will tell you she is quite kind and actually has rejected offerings of blood from us before.

If you, the original poster, are dabbling more with 'light' or decorous magick, rather than the latter, her calmer side is much better. You will need an oceanic space (having a small waterfall is an amazing feat for her), if you wish to contact her whilst she's not in a bad mood.

Before order was establish the myth stories said all were as one with both female and male genders before split into two by Marduk. Of course can't forget the vizor of Tiamat named Hubur or Habur but I still see the old myths about the blood of Kingu in mankind that is the key of opening up gateways. Like any god/ddess they can be loving and vengeful.
