Controlling the weather is possible, is of smart? Nope. Controlling weather can happen say if you cast a spell if there is dark clouds for rain, there's a good chance it will work. But, if you do a spell for snow in summer, dumb idea, won't work. At all.
There is not a butterfly effect spell, I have not heard of that and I practice weather magic sometimes.
Weather magick is someing that is good to start for newbies, but it's a serious skill and art. If you cast spell for rain all week, what about another place that needs rain in your city but only has sun due to the rain from you? We must think of our actions.
You cannot control the weather. You can work with weather though. Its same thing with controlling the elements. You can work with them but cannot control it or change it in a instant. It takes time and energy to make changes.
Correct summary Zeus, I forgot to mention the elements are involved in that. The only way to control the weather well you can't but like I forgot who said you can work with it.

weather magick is a grey area, but you cannot raise the temperature of a nation with magick. if weather spells are real you are not parting a few clouds in your area, you would be moving whole storm patterns which would effect the whole world. floods in some areas, droughts in others. once i heard of this Christian group in Florida who prayed a tropical storm would miss them and it did, however, it hit the next state as a hurricane. [and if they did influence the storm, they made thing worse] this is why you need to think before you cast any type of spell, because you don't know what you could do in the process.
anyway, i suppose in theory if weather spells work you could make it sunny for a longer period of time which could make Japan hotter, but this would be a very bad idea. but i would leave it to nature, it's been doing fine on its own.
