Being a pagan is an umbrella term. The most general description is an earth based religion--the worship/honor of Nature. Magick is in every religion whether they call it magick or not, so you do not need to be pagan to practice magick.
With that said, if you are serious about becoming pagan, you need to figure out what your beliefs are and what area of paganism they fit. Then you can begin integrating the religion practices of that particular path into your daily life. And please, try to stray away from "neo-paganism" for your own sake.
