I would be willing to help, however, I suggest taking Larks comments and wisdom to heart. On the first point of contacting the authorities, I would continue to keep in contact with them on all events. In the meantime there are multiple ways to counter act the advances as well as protect yourself but Lark makes a very good point when she said that a binding spell may not be the right course of action. With binding spells, you bind your energy to theirs in order to try to control their actions and free will. If your energy, or total energies, aren't powerful enough to bind them then you are bound to them and they can have even more power over you (make you more fearful, more mad and actually make them focus on the situation you are trying to binbd them from doing even more.)
I suggest you cleanse the house and property they are attacking. You could bury charged protection charms in the corners of the property, try a hot foot powder type of thing between the yards, do some protection spells on the victims, etc.
Figure out why they are mad and do a forgetful spell on them. There is no replacement for physical problem solving by trying to solve it with magic. Think of things you might be able to do to solve the problem without the use of magic and then reenforce it with magic to make it more effective.
I don't want to be blatant or rude but:
1. Buy a firearm and some rounds(for emergencies) and blanks(for warnings). His can help deter them off your property.
2. Call authorities. Lots of them. This could be considered a hate crime(don't know about those in the UK).
3. Work a lot of protection spells over all members of our smiley and Friends and the perimeter of your property.

Not to be rude, but screw the protections, cleansings, and rituals. They are nonsense. Like you said, you need a binding - either one to keep the victim safe, or one to stop the antagonists in their tracks. I'm hoping to knock on door number two (stop the antagonists). You do not need to master anything to do something, the magic methods I use are much easier. You must first think, what do I want them to stop doing? I've roughly thrown something together, feel free to modify it how you like.
