The human mind likes to connect different things with things that have nothing to do with that. If you are watching the super bowl (a big fan) and wanting you team to win, you will intake a certain odd event if they win. Like if someone sneezes right when your team wins you will think it has something to do with their sneeze. Or if you want a stronger example; it hasn't rain for weeks but than something happens and right after that something it begins to rain out of nowhere. Therefore you will believe that something made it rain somehow.
You are doing the same thing with the years. A year lasts for 365 days (+ or -) and with each day something new happens. This makes some days different from each other and so on. So the chances of getting something bad or bad luck on one of those days of the year are large. Now what makes the other years, the non even ones, lucky or not lucky? I would say mind over matter. Because you believe the year 2009 will be awful or you know something up ahead will take place (Moving away, about to loose your job, drifting from your friends, ect.) you will remember it as what taken place on that year. Even if you have a lot of good luck you will mainly remember the bad ones because it took a greater - affect on you.
Now how to make 2013 lucky? I would say believe in yourself that you can handle the good luck and bad luck. Good luck as in try to remember the year as the good you have received. The bad luck by trying to take control over the matter and fix it quickly, don't accept it as it is and let it do its course.
