Yeah sure.....check with the charmed ones, I hear they have a great one.LOL Actually, this would be something you would do yourself. Why would you ask someone else to "enchant" your book?
A simple blessing should put your spirit at ease enough to use the book. A personal blessing, one of your own creation, is best for such a personal book.

I used this spell to enchant my book and I made a spell similar to this to enchant my magic cards.Those cards are so cool.When I am afraid I sit on the ground and make a circle with them.Or when I sleep I put them under my pillow.They protect me.If you have cards put them arround the book and they'll protect it from evil.If you use Dark Magic then make it be possible to be opened only from your hands.

spell construction is probably one of the most difficult things in magick. well, i find it to be because i am no good with rhyming. It is said that the words of a spell need to rhym in order to make it more powerfull. To write your own spells, you would focus on the reason why you would write this spell, then you could go and look in books or on the internet to see which herbs colors or candles you might need, planatery hours etc. Then you can write your spell.
Each time you write or draw in your BOS you enchant it with your magic. To start off make a title page. Draw a piture and write what the book is. As you do this think of the things you want from your book.
Add what ever you want to the book, spells/rituals you like, quick referance material, what happened after you did different spells/rituals, dreams you have had, what ever you feel should be in there put it in.
