Shiva is not a goddess. Shiva is a hindu god with blue skin. He got this blue skin because he was the only one who was strong and experienced enough to live after drinking the most deadly poison. He was able to do so because he had experience living in the depths of the forest with snakes.

I noticed this was a double post (I'm sure an accident) but my reply was in the unpopular copy. I suggested Saba aka Astarte because the location Sheba was believed to be the embodiment of Astarte.

Alternatively (I've been thinking) it could be Hathor of Egypt. She had a cobra on her headress and she was the lady of turquoise (which is blue). So I asked myself, what would Sheba have to do with this? So I googled it and found this

The rest is up to you to decide. Her being white with brown hair really doesn't matter. A god/goddess can take any shape or color they wish.
