There is no problem with you being ten. The problem is the amount of learning and experience you could possibly have had in such a short time. Such, as how did you train? How much have you read,and on what subjects? Let us say the average person might read four books a week. Let us say you have been reading since very early,five years? And read 258 books a year. 1,300 books! Have you really read that many? Now, be fair, as I have said, it is not a matter of age, it is a matter of experience.
I don't think it's just about experience, although that is a big factor. Aside from life and magickal experience, there's maturity level, the manner in which you express yourself, the ability to reach and understand to some degree the people you are trying to help, ect. All of which comes in time..and not 10 years. Heck, sometimes not even in 30 years.
First off, let me say that I agree 100% with Rashnu and Brysing. It's a matter of experience, not your age. I'm not that much older than you, and I have not read too many books on Witchcraft. So that means I have the right to be a councilman? No. Plus, no offense, but you didn't even spell council right?
And anyways, Seven Doves was doomed from the start. It's first Priest was not adequate, and the Priestess was running the coven by herself, trying to hold it up. Bless her soul.
