Yes, Indeed it is true. Do one simple thing. Just before sleep and just after waking up, do a special meditation, for 30 days and your dream will surely come true. In this meditation, you have to calm yourself and visualize your dream in detail, for 15 or more minutes daily just after waking up, and in night just before falling asleep. Because these 2 times have the best effect on subconscious mind. Well, This method is worth a try. also it was 17 days continues, but it is better to do 3 weeks for good effect. And 30 days for surely effect. No matter the dream, and you don't have to about how to do it, or anything, it will just happen. Well, this method is worth a try. And it requires nothing but 15 min in morning, yes even before brush, and 15 min in night just before sleep. :)
