You're angry. feel that anger. push it into your palms.

hold your hands one over the other, palms facing each other. push the anger out of your body through your palms and make a ball.

Take the lighter and "light" the ball of anger

say:

My anger feeds this fire.

the fire will fade

and my anger be no longer

I would not do this. Focus your rage into a psi ball and throw it away. Write down your anger and burn the paper. But pushing such intense energy into a living element could end badly. This is how to charge an object for a curse.

Be careful with all caps, excessive use is against site rules, BrinnyB.

I'm pretty sure you can't light a ball of anger directly like that. There's nothing physical for the flame to burn. The list of items needed includes a candle, so I assume these instructions meant for the anger to be channeled into the candle instead but got a bit confused. I agree with Tadashi though. This doesn't sound like the best idea.
