The belief that something 'special' is in the blood of some in the magical community is false. There is no magical blood line that makes you a witch or better at magic than anyone else. It is a hollywood concept.
just because someone has witch ancestors doesn't mean they will be more 'spiritually inclined' there's a bunch of factors that makes you you, and while a spiritual parent can help, it isn't a key component. you are not born a witch, it is a choice, so the main 'power' you would receive from your parents or grandparents would be a teacher to help you on your path.
You don't even need to have Wiccan heritage to become a witch, anyone can become one with or without the Wiccan faith. A large proportion that I have met are athiest and have highly religious parents. Your families faiths or practice does not effect your ability to practice witchcraft.
