New Moon Spells?

I read that it was no recommended to cast or invoke during the new moon. Any seasoned insight or advice concerning this perception?

It is believed like the tides, the moon can push and pull energy, so casting with the moon can make spells easier. The new moon is best to cast spells to send things away [banishing, curse, weight loss] or to start casting spells to bring things to you [health, love, wealth]

Basically from the new to the full moon, spells to bring things to you or others grow stronger, and from the full to the new, the opposite. Of course this is just a belief, some cast only in an emergency regardless of moon.
