So everywhere I look seems to be describing witchcraft as a religion but I thought witchcraft is the manipulation of energy through ones own will. You don't have to believe in any deities to do that so wouldn't that suggest that it is not a religion but more of a skill set ? I think maybe people call witchcraft a religion is because it is a big part of the Wicca religion, thoughts ?

Right, witchcraft is a practice that most anyone has the capability to do. Wicca is a religion that only some people follow. Some Wiccans practice witchcraft, but not all.
Some witches are Wiccan, but they can be any religion.
