Meditating on something is often little more than practicing basic meditation, but instead of clearing your head entirely you allow the thought that you wish to consider in. As you focus upon this, rather than clarity, breathing, etc. your mind will wonder various paths in association with this matter, and often bring resolutions and understanding regarding the concept in question.

When someone says "They don't know how to meditate" I'm going to have them start at the beginning so they learn the right way. Not have them start with something more advanced. I thought that was just common sense

There are different techniques, but they usually revolve around visualization and calming your mind. I suggest breathing deeply and focusing on your breathing for starters. To clear your mind, you should first relax every part of your body. Then you want to visualize all of your thoughts being thrown into a giant dumpster and burned into ashes and thrown in the wind. This may sound ridiculous, but its all part of the visualization process. Seeing things as tangible object rather than concepts makes them easier to work with. :)
