War water

Correct me if im wrong but war water can be used to hex people? You can put it in their path or break it in there yard to cause strife. I know how to make it but was wondering if you could dip a poppet in it or dress a candle with some. I know its also used for protection. Yes i have experience with hexes i know it can be dangerous but i know what im doing. Liliths blessings, cielo
