A moderator is a site member with the ability to delete posts and ban members. This is done when the forum is getting spammed or a post contains swearing or a personal attack. Moderators are here to help the administrator and members of the site.

To become a mod you need to be an active member of the site and apply for the position when the administrator posts he is accepting new aplications.
