This is based on my experience, past lives can be "unlocked" by several things. if your personality is similar to one you had in a "past life" you may unlock some memories, if things are similar in actions or event, memories may be reviewed, if you are shocked and or possibly some kind of trauma. They may also come naturally with time, when having the memories of past lives, you only have fragments at a time.
