"A friend is what I desire, a friend is all I desire. Goddess of Fate, bring me a friend. Bring me someone who I can have fun with. For a friend is all I want. I beg, please, just one friend. I am one who is in need and I have only this wish. Mote it be".

in theory yes. you will still need to go out and talk to people, maybe join a club/class to meet people with a common interest, but it sends the desire out to the universe that you want friends, so your energy should be vibrating at the same level as other people who would click with you and you can become friends. just be open and mindful, if you feel drawn to go a different direction walking home, or see some people you would like to talk to, go for it, that's how the spell would work.
