What do mean by Charge the energy of water? (Sorry I am kinda dumb)

You are not dumb, this spell is slightly confusing in its explanation. Cup your hands over the water then visualize water droplets rising from the water and pooling in your hands. You should feel the energy in your hands. It might feel damp because you are drawing on water energy, but energy usually feels like a pulsing, warm, and/or tingles. When you feel you have collected enough energy, try the spell. If you have never attempted to collect energy before, Google ''how to make a psi ball'' and you should find a guide to help you. ''How to charge/ground energy'' might also help.

You cannot make a physical circle of ice with Real Magic.

It could be made as an astral circle. Some people feel more comfortable working with ice or water (elemental magick_, so they could use this as a way to cast a circle. But as for a physical circle, no, that won't work unless they actually bring icicles and make a circle with them.

You are correct. Someone might feel more connected to ice and on the astral someone might be able to cast a circle of ice, but physically, no. All of my comments are specific to the physical, hence why I have started specifying ''physical'' in my comments.
