No thirst, slake. No sorrow, speed. No dept, pay. No fear, flee. Rue the day that you wronged me."

So what do i do with the hair once spell complete. bury under his window? How many times repeat the chant and how many knots in his hair. his is short so more then 1 strand?

You can be the judge of how many times you chant and how many knots you tie. Tying multiple strands of hair together can be difficult. Very little hair should be collected for the tying of knots. The spell is plausible sure, yet may not exactly be the most practical. As for how to discard the hair burying it closest to the property seems right for disposal in this type of working, yet there are legal issues to consider. One should not trespass to do this. Directly under the window is not the best idea. This is considered in many places trespassing.

Might due with an edit. It might work, charge enough negative energy, focus on your intention, simplify the chant.
