You need to learn the basics in order to write and cast effective spells, the basics will teach you: meditation, visualization, centering and grounding, but it will also teach you that no one can change the weather with magick.

Although some people claim to be able to, if people could really alter the weather, meteorologists would have noticed by now and there would probably be far fewer droughts and floods.

It's one of those things where you can certainly petition for it to happen, but you need to accept that all petitions do not get fulfilled.
