What most people refer to as a Voodoo doll is what's called a poppet. They're commonly used for sympathetic magic. That is, they're a representation of the target. They don't work like TV, such that pricking one with a pin will cause physical harm to the person it represents.

Rather, they can be used as a focal point representing the target, such as sending energy, piercing with a pin to represent man different things, and even using for divination purposes. People who use them find them a good tool for distance work.

Sorry for going off on a trail there. I hope the word 'poppet' helps you find what you're looking for. I've never gone that route myself.

Usually when the poppet is being builded the maker would say or think of the intent they want and mind picture of the person. After the doll is done the maker may add in or on herbs, crystals, bolonges of the person, or anything to the doll that represent the intent and the person. I have read that most people say some words to activate the doll.

Shaking a small container of sand or rice for 30 seconds can be done to raise energy. When the energy's been raised, imagine the energy as a beam of light shining from the container to the voodoo doll. That should do the trick :)

Different people have different techniques, but I know for most, the making of the doll is part of the enchanting process, so even though you're not interested in making a doll perhaps you should look into it.
Also some context maybe needed for people help you, depending on the purpose there are different enchanting methods. So what are you intending to use the doll for?

A poppet can be made before it is used. I have a few around. I make them simply and when the time comes to use them I open them up and add what I require them to hold.
After I have them full, I restitch them and focus on my intent and the poppet's part in the work.

@Jankowskie

Consecrating your voodoo doll, depends on the intent you have for it.
