The same happened to me. It was some old women walking down the sidewalk. She then turned to see me and her face was kind of unusual. Almost exactly like your describing it.

When i was a kid a used to listen to some voices too and no one in my family could hear them. Sounded like enochian to me. Then i could hear every little sound but tenfold. Like the rocks being crushed in the floor when someone is walking. It nearly made me go insane...is there anything like heightened astral hearing?

Everything that is odd or creepy isn't evil. The shifts in perception of time is something all spirits do because time doesn't exist across the veil. It looks strange to us but it's shouldn't alarm you. A spirit could have very well been with the woman, she herself could be a magick practitioner, or maybe she was something special trying to blend in. Why is it that we no longer experience the gods, the fae, and all those beings in legend? It isn't that they are gone, they're just very well hidden to those that don't have the sight.

Don't let it bother you, but do invest in a good amulet or ward. And learn the old ways of protection (not white light shields and positive thoughts). When you can identify things like that, you attract attention. And one day, you may see something truly malevolent and it will know you can see it. That's when the fun starts. :)

Either the woman was possessed or she has some sort of severe nerve disorder.

You definitely have a gift, but it may or may not be evil. Likewise, it may or may not be a demon. Many spirits besides demons can cause disturbances. You may want to divine about it, but first divine to be sure it is safe to divine about it (I've attracted negative attention before by not doing this.)
