If she's not repeating herself every time she appears
then she is most likely a Spirit,
at least that's my guess based on my experiences.
I, too, would suggest communication,
but smudging wouldn't hurt.
It gets rid of negativity
and you can use sweet-grass to attract positivity
so it could be a helpful thing to do.

Smudging also happens to be Rag's cure-all.

Bledri, if that girl is dead, that's not her spirit or soul that's her ghost. When someone dies, their soul goes to the afterlife while they leave their ghost behind which is the emotional energy and it will fade away for the net couple of months or years. Someday, sooner or later, she will fade away but you could still try to help her.

Ghost is a soul or spirit, Ghost is simply the term for a lost soul wandering the earth.

In my experience,
and Rag would agree,
a ghost is residual energy.
In time it will fade,
but it's not impossible for it to be a spirit.
You see,
if the spirit has a reason to stay then it can.
And it will.
It probably has some unfinished business;
a friend/relative to say goodbye to,
a murderer to bring justice to,
or perhaps she is simply looking for something
and doesn't know that she is dead.
That is why it may be a good idea to talk to her.
