I have done several spells that involve lighting something on fire and placing it into a fire safe container. I have never used charcoal, I usually light it with a lighter or a match. Type of paper should not matter. Natural fiber (wood in paper, cotton in cloth, etc...) will burn. Synthetic fibers (plastic, polyester, acrylic, etc...) will melt, not burn. Hope this helps!

Another way to do it is to place a tealight in the bottom of the cauldron and light the tealight with a match or a lighter. You can then light the paper from the tealight and let it burn out fully.
