Thoughts happen, its the way that our subconscious mind filters through our daily problems through the conscious. The most important thing is to let go of the thought as soon as it comes instead of going along with it. When you get a thought, remain relaxed. If you still have trouble create a mantra. It can be something simple, one word, like "peace" or the buddhist "om" which should be drawn out to sound like oooowwwmmmm. If you focus on it, you shouldn't be able to hold those passing thoughts.

Brysing has good tips too.

I understand that you are Wolf, but please keep in mind what does not work for you May work for him. Perhaps you should have mentioned that, instead of solely your opinion?

Before meditating, everybody has their Mind full of thoughts; the young especially so. The young Minds are curious about everything around them, so it is very difficult to "clear" the Mind when you are young. It takes practice. This why I said that the idea is not to "clear" the Mind, but to concentrate on one thought, gently pushing all other thoughts aside, and then to concentrate on an object. With practice, you will find that other thoughts do start to come into your Mind; but these will be subconscious thoughts, the power and knowledge of a million generations!
Keep trying!

Meditation is about thought flow and control. Meditation is the cornerstone of magical workings. Here you learn to "clear your mind" by working through your thoughts. As you center you let your thoughts flow/go. A thought comes in, you acknowledge it and then you let it go. Sometimes a new thought comes in and you and you repeat by acknowledging the thought and then letting it go. Visualization is when you use meditation to focus your thoughts on one object like a candle, the waves crashing on the sand, or an object that has no motion. There are many different types and styles of meditation. Find the one that works best for you. I have found that with the younglings a moving meditation works best for them at first. Yoga is an example of a moving meditation. During the workout you center by keeping the body still and gaining control of your breath. Then you start to move as you focus on your breath. First you stretch, then you get the body moving in and out of poses. Then you do a few more stretches before you return to a still meditative postilion for a few minutes.

My view is that meditating is absolutely NOT about thinking about one thing. Rather, it is achieving the state where thought is gone and we are immersed into our being. Thinking about not thinking is hardly a recipe for success. Thoughts will come, - aknowledge them and let them pass. If you need to remember something, make a note to yourself that you will remember when you have finished.

Breathing is probably the easiest way to achieve a state of being. Do not try to change your breathing. Instead, become increasingly aware of the feeling and movement of your breath. This way, your thoughts will sort themselves out on their own. So, by immersing yourself in feeling and movement, the mind can have a good rest. NOT focusing on thought is the key, rather than focusing on a particular thought :)
