What you must consider first is the true nature of the Fae. There is the modern fluff about Tinker Bell-like faeries who float around spreading joy and faerie dust... And there is the original lore, that describes them as somewhat aloof, sometimes mischievous, and often treacherous entities entirely separate from man. They are named the fair folk, so as to not offend and include not only the graceful elfin folk many imagine, but also the likes of Red Caps, who earned their name by soaking their hats in the blood of their victims and trolls and a wide variety of other such unpleasantness.

THe "Fairy" was an all-encompassing term describing a variety of different spiritual entities.

And then, once you have realized this and how ignorant you once were of lore in general, perhaps then you can consider whether it is possible to change your physical form at all.

Now now! You can most definitely change your physical form!

Linaria. You cannot change your form, even with surgery. The most drastic surgery will never change a man into a goat!

No, it is impossible for a variety of reasons and limitations.

Sorry, but it's impossible to become a fairy. You can change your appearance a bit but not nearly that much. You can be a fairy in the astral plane, but nothing you will do can ever make you a fairy in real life.

You can't change physical appearance with magick. Fairies are actual beings (Unlike Vampires or Dragons, I actually find these beings plausable although I am not sure if they are in fact real or not) and you can't just expect to turn into a species that may be just as complex if not more than a human.
