As Valon stated, the percentage indicates how "full" the moon is. For example, if it's "50%" then the moon is "half-full" and if it's "100%" then it's a "full moon."
Precisely. Most people think a moon is just full all night and go about their merry way. But if you pay close attention, you notice sometimes the moon is only 100% full during daylight hours. Or only at a certain time of night. Its the difference between casting a good moon spell and a perfect moon spell.
Almanacs or astronomy. While there are some parts of magick I put extreme faith into, their are also some parts where I try to be more scientifically minded. I personally believe that moon spells are most effective at 100% no matter what time of day it is. There are those who believe that a moon spell must be done at night and therefore can fudge on the exact percentage. There are even some who believe in the full moon period which in theory last 3 days. The percentage is just an added bonus to the website for pretentious artisans such as myself.
Doctor, how do you think they figure out what the percentage is for an app? They track the moon with, as Bo said, astrology. If you want to be lazy, use an App, if you want to learn how to figure it out on your own, study astrology and do what people did before technology allowed us to be lazy.

I have a question to that. You mentioned a three full day moon. Are the three days 100% full, or they go back and forth between different percents, until it is fully going back to last quarter, and restarting the moon cycle?
The moon is only truly full for a couple of hours scientifically. If someone is using the 3 day full moon theory, then they are starting it when the moon is a little over 90% waxing and ending when the moon is almost 90% waning. They count that entire period as 'full'.
