In order to post a spell you have to be a member of one of the covens on here of Council rank or higher. You could join Spellcasters coven where every member is automatically on their Council.

As to starting any new covens on here, the Site Administrator has decided that this site already has as many covens as are needed. It is not possible at this time to start any new covens.
