There are many who claim to be able to control the elements. It is not true! Nobody can control any element! It is impossible. It is trying to control Nature. And, anybody trying that will soon see that Nature is far more powerful than any human. To a certain extent we can "contain" fire, as we can with the other elements.(Such as Air Conditioning Plants) But "control" is something else!

A spell will not grant you this.. it takes many years of energy manipulation exercise as well as a genuine thirst for knowledge, not control.. and no you cannot overpower nature. Meditate around element of preference often to better understand its energies.. I cannot stress enough how long/tedious this path may be for some, but don't expect to become the "first air bender", because you are not.. and those who so profoundly state otherwise may yet have some growing to do.
