You are able to create a forum post with a subject like the blog name and everytime you go to create a new post you can make the subject line into the title of your post you are currently posting. Besides that, no.

No, this site is not set up for people to do blog-type posts. Given the number of members we have, trying to let everyone have their own blog/post would become overwhelming.
