It is a very old symbol, nothing to do with Illuminati. (Though they might claim it!). It occurs in Freemasonry, and appears on the back of US banknotes. It represents the All Seeing Eye of God! It was on the flags of Alexander The Great.

In certain orders, the all seeing eye represents illumination, as Brysing pointed out, it does represent 'God'. There are a few occult orders which utilise the symbol, however, the illuminati is not one of them; as they no longer exist.

In ancient Egypt it was called the Eye of Horus and was personified by the Goddess, Wadjet. In their belief system the Eye of Horus represented royal power, protection, and good health. Wadjet's other symbol was the rising cobra worn on the heads of Egyptian royalty where it represented the cobra ready to strike to protect.

So you see the "all-seeing eye" is a very ancient symbol indeed, used in a number of different cultures with differing meanings for each.
