Are their any Deities of Wisdom, Light, and Tactical War. All in one?
(Besides Athena).

In short, Freyja is similar to what you described, being a Goddess of War, Love, Magic, and Death.

I also believe the Egyptians had a War Goddess with 'lighter' qualities, though I cannot recall who it was or if I am even correct.

Chaos, you may be thinking of Sekhmet who was not only a Goddess involved in warfare, but also a Goddess of right order and of healing.

The Celtic Deity Brighid (Brigid or Brigantia) is often associated to be a counterpart of Athena and has been associated with light (from fire), wisdom and warfare along with poetry, healing, blacksmithing, and a general association with perfection.

Well Shakti or Devi is always multifunction war, wisdom and tactical war then "Durga" is the answer..
