If you have a way to, why not contact them? It would be much easier.

i don't want to seem like a stalker trying to talk to that person

So instead you want to cast a spell on them to make them talk to you...

If you can solve the problem without magick then you should give that a go before resorting to magick.

If you really want to cast a spell then I would suggest you write one yourself, that way you can put the personalization into it.
