What books should I read to get a solid foundation in the history and theory of Ceremonial Magic and Traditional Witchcraft?

For Ceremonial Magic I would say that the major source texts are your classical grimoires and of course Agrippa so:

Three books of occult philosophy by Agrippa
The keys of solomon: Joseph Peterson version.
The magical papyri: I believe Stephen Skinner has brought out an edition of this, I would go for that one.
The Kybalion by Three Initiates.

For modern ceremonial magic:

Transcendental Magic by Eliphas Levi.
The Golden Dawn by Israel Regardie.
Liber ABA by Aleister Crowley.
If you want a watered down beginner version: Modern Magic by Donald Michael Kraig.
A more detailed beginners book is "High Magick" by Frater UD which also has reading recommendations.

Traditional Witchcraft:

Of course there are many different traditions, but here are some titles I loved:

A History of the Pendle Witches and Their Magic by Joyce Froome.
A deed without a name by Lee Morgan.
