How to use Runes?

I was wondering how exactly your supposed to use Runes? Ive been researching it for a few days now and cant digure it out. The most ive seen on it is to just draw them on something they affect and sometimes draw more than one alongside eachother. If thats the case, then what runes go alongside eachother best in the Elder Futhark for different reasons? Also (I cant figure out the best wordingfor this so im using Isa as an example.) What are the more direct uses od individual runes? And how obvious are they? Like, would putting the rune of Ice (Isa, i think.) On something that needs to be frozen or cold, keep it frozen or cold, or possiby completely freeze it? If thats how it work,, then how do runes like Gebo or Jera directly work?

There are several posts on runes here. There are also some very good sites and books that explain the use of them.

Now, as for your example with Isa, that isn't how it works. The rune will not 'freeze' anything.

I suggest this site for information on the runes: http://www.sunnyway.com/runes/

My favorite book on the Runes is "Taking Up the Runes" by Diana Paxson. And any of the books on Runes and Rune Magic by Edred Thorsson are also reliable.
