Why exactly is there a limit for the amount of mail that goes the ought? I never quite understood that... And even if you reach your limit, sometimes it's not even reset. Why?

The limit is there to prevent spamming, as users might mail constantly and spam or cause disturbance or inconveniences. The limit is different for different members. People of high positions like Priest/ess or Mods have a higher capacity of sending mails than normal users, because they may have important discussions or notices to mail. The limit is calculated on mails per hour I guess.
If you have reached your limit, then you must wait for an hour for it to reset. You must refrain from sending mails during that period or it might take longer time to reset. It auto automatically gets reset. If not, even after waiting several hours, it might be that you're gagged or its a glitch, not sure.

being gagged is only for chat. if you have an issue its best to speak to an admin

Obsidian, gagged is not only for chat. If one is gagged they can no longer post anywhere on the site, nor can they send e-mails. It is possible if an account does not reset that that account has been gagged.

Alternatively it could simply be that there is a bug in the system. If your account does not reset you can check with a Mod or the Site Administrator and have them check it for you.
