I have heard that wands made from lightning-struck wood are really poweful. I have two trees in my back yard that have been struck by lightning. Does the wand have to be made from the part of the tree that was struck by lightning, or can it be made from other parts, such as the root? As for the trees, they are both dead.

first of all wands are for rituals not random spell casting like fire balls or something it does not work like that and if it is dead it is not useful for anything it is just wood unless you charge it.

Wands can be used in both spell casting and rituals. They direct energy. A wand is something you probably feel connected too. I picked mine from a tree I felt a lot of positive energy from. A wand doesn't have to be used. You can use an athema, a finger, or anything else to direct energy.

Well for one it doesn't have to be struck by lightning. I say this because it has it's own natural energies though lightning may make it more powerful it is nowhere near necessary. Also, I have never used anything, but the branch, but I don't see why you couldn't use the root though the branch seems the most suitable part. Remember when you are making a wand that different trees affect what the wand is best used for, while other trees are good in the round. For example the Hazel tree which is good in the round. When harvesting wand wood remember to ask and thank the tree even if the branch is already dead or fallen. You should also consecrate, purify, and fill it with your energies. Hope this helped.
