What does it mean when your forum limit has been reached? When does your limit gets reset and how do you arrange that if you cannot post because of this event?

It's a limit that shows up when you've posted in the forums too much. This was instated to help prevent spam.

Goodness. Where do they tell you what your limit is? How do you know that you are nearing your limit? Does this go for the priest and pristess of the covens as well?

There isn't anywhere on the site that tells you the limit, nor is there a warning when you're getting close to hitting a limit. Also keep in mind that the site will tell you that you have hit your forum limit when you are gagged as well. If you cannot use the mail, chatter or forums you have been gagged.

I didn't check back on this post after following Deathlancer's advice and checking on the FAQ's. I also have not checked back with the peoople who needed assistance.

This really does not make any sense to me. We are encouraged to post, to participate, and to assist. How can you do that when there is the threat of reaching your limit unknowingly.

Is there a rationale for this?

As mentioned, the limits are in place to keep people from spamming too much.
