Have got a new deck the instucions says to pick out a card to represent the questioner. The magician for male or high priestess for woman althouh it may vary, depending on maturity, color of skin and eyes of questioner. So its exsmaple is the Celtic Cross spread. Do i get those cards out and then shuffle the deck. Any help please would like to try it out.

You pick a card to represent the reader as if you are answering a question. Shuffle the deck, asking the cards:

"What card best represents the client?" (Don't ask questioner, as it can also be you.)

And pick the card however you usually do (Cutting the deck and selecting a card inside, or picking the card on top)

Yes, you would pull out the Magician for instance if you were a male or any other male card such as a court card like King, knight and then place it in position of "you now" or "significator" and then shuffle the cards. Hope this helps.

I've been taught that gender, race, and physical features don't really matter. The card that represents the quarrant is the one that s/he feels most connected to, or that you feel best represents the quarrant if s/he is not present.

Yes.
Before I chose a deck I looked at a lot of pictures of cards from different decks just to see what symbolism really caught my eye and spoke to me. It's going to be speaking to you through these symbols, so you should obviously therefore seek the symbols you identify with the most.

What I used was essentially the printed version of this website;
