Being on the site for 3 months is not enough to get you a leadership position. You need to have made an effort toward contributing a fair amount of knowledgeable information to the site. (Threads, articles, etc)

At the bottom of the covens page, there should be an area that lists the inactive covens. Next to each there will be an option that allows you to apply for leadership to one of them.

All applications are looked over and the best candidate for the job is picked and promoted, thus, there is no guarantee that you will be placed as leader of the coven.

Which one? This one? That one? The other one? No one? LOL sorry, mercury made me do it. It is unlikely you will receive a notice that you have been denied the leadership.

Okay I deserved that. Well that is good to know. My other question I can't seem to find a thread about is just how far can one(just for mercury) go in a coven without being given leadership? For example can I advertise the coven? Can I start working with people in the coven? I want to get the coven going but I also don't want to step on any toes. Thanks for the help Linda!

It is up to the coven leaders to decide how much one can contribute to the coven without stepping on others toes before being promoted within the coven. If you are referring to an inactive coven that needs new leadership it might be wise to wait until you gain the leadership before trying to lead, especially if one has already applied to take over a coven and has been denied.

Then that's what I'll do. Although that was my original question will I be told if my application to lead has been rejected? Is there some sign on my profile that will tell me? Thanks for the assistance

Linda already answered your original question, however you must require more information or perhaps you just didn't like the answer you received.

The site admin is the one who chooses new leaders for inactive covens. His name is Petrarca and his profile is listed on the moderator page, since he is a moderator as well as the admin. If you read his profile it clearly states, "If I do not reply to your message within 1 day assume the answer is NO. I have no tolerance for those who would waste my time, asking me questions about something which is clearly documented on the website is the quickest way for you to lose your membership" When you clicked the apply hyperlink to take over a coven a message was sent to the admin alerting Petrarca to your request.

Personally I am glad you have not been chosen to lead a coven at this time. Coven leaders need to know pertinent site information as well as demonstrate a wealth of knowledge about casting magic. Your lack of knowledge about the site is clear and your contributions to the site listed in your history at this time is also lacking.

I appreciate the frankness and apologize if my desire for guidence and firm answers offends as never was this mine intent my only intent was to find clear and definite knowledge on this particular subject as I often find it challenging to pick out the real information about this site from the assumed or fabricated. So again thank you for your answer if not your politeness.
