Every so often I get a weird chill in my spine, starting at the bottom it just shoots up, even during the summer when its 96 degrees out it happens. They are connected in no way that I can see so, what are they?

Its a clairsentient (empathic) reaction to when a spirit enters our personal space. I get it especially when a spirit walks directly behind me. I usually yell at them "hey watch the personal bubble!" They usually listen. =)
If you want to be nicer, you can be, but I'm particular about my surroundings because my intuition goes off when in direct contact with someone's personal energy. I wear a protection at all times to keep it in check during everyday life but spirits get around that since they can walk through us. Urgh I hate that feeling!

Oh I forgot, you can also get that chill around objects, places or people with strong magick auras because the energy can be sensed within a larger perimeter. Again, its usually when your back is to it that you get the strongest chill. Not sure why.

I never "learned" to be clairsentient nor read anything valuable on the subject. I've had it for as long as I can remember and I taught myself how it works and why through my own observations and experimentation and then compared it with those I know who are also clairsentient to discover what was the same reaction from person to person.

I agree with what WhiteRav said i get same chills stating from spine while sensing sudden shift of energy which is always observed when spiritual being appear .As mush powerful is that being is as much chills became stronger and crowl up from by back to my face to point when i do not feel my face .Some people with natural abilities who developed them feel by same weird way despite they have bodies .Afterwards i or have visions and hear things ,or the feeling just wont go away for some time .It is is cool to know that you are not alone on that boat lol .

Yep, I agree with the above.

Also, if this happens in the same room, try cleansing or purifing the room. There are many ways you can cleanse a room, but incense is one of the most popular. If you need any advice on what incense to use, message me and I will be happy to help.

It sounds like you have slight Clairsentience. Clairsentience is the ability to sense spirits, see them and contact them.

I usually experience the tingly head/neck feeling only when I'm physically touching strong energy with my hands or making direct eye contact with it. From there you can concentrate on what you are in contact with and get impressions off of it. Clear your mind and focus on the object. Its hard to explain but when I read off of an object its like I let my mind get pulled into the individual or object itself and it no longer feels like an outside source but all around me.

What about if the shiver starts not necessarily form the spine but just runs down your arms and legs, usually right after wishing something would be happen or 'casting'... Does anyone else experience this? What do you think it is? Just our bodies sensing the energy being expressed? I've always experienced it, since I can remember.
