That totally depends on the spell.

I want to bind my ex. I have tried every way possible to live in peace with him and he will just not let me be. He is evil in his ways and constantly goes about trying to ruin all aspects of my life. Short of death I see no other way to have peace but to bind him from harming me any more.

The waning moon supposedly works best with spells for repelling or keeping away negative people or energies.
