I doubt the were any degrees originally. People just honored their beliefs as appropriate. I believe that the three degree system was adopted by Gardner from Crowley, although there may very well be a Masonic influence there too. (Those are just my personal observations as one who does not practice witchcraft, and I am open to correction.) It really depends on the tradition you follow. Some will have more, some will have less.

You are what ever level you have been initiated up to. Or, I guess, whatever you claim to be. In theory, a person of a higher level would be more spiritually developed and knowledgable, but again that will depend on your tradition.

Shawn.

Please don't get witchcraft mixed-up with Wicca.
There are some aspects of witchcraft in Wicca. (Crowley,Gardner,Sanders, etc)
But they are different. Wicca is a religion, witchcraft is not!
I was being taught witchcraft long before Wicca was ever heard of!
So far as I know, the "degrees" are a part of Wicca. There are no degrees in witchcraft. No Gods or Goddesses either!

while some covens work with a system similar to on this site something like 'beginner' 'advanced' 'teacher' and 'high priest/ess' it's not something every coven does, or even solitaries. this path is more about knowledge than titles, so it's different for everyone. most people choose their titles, or it's put to a vote by the coven, when they feel they've achieved something and should be considered 'advanced' or 'knowledgeable'.

if you mean something like 'i'm a level 100 warlock' the answer's no. i've never come across any practitioner [who's not role playing] who goes by such titles. if you wish to grow as a witch, you need to study and practice. another thing some go by is age, when someone reaches a certain age they're appointed a particular role, but again, this is because they have years of knowledge and experience by this point.

i don't want to say don't concern yourself with labels, but don't get hung up on them. if you wish to become greater, or receive a higher 'level' then practice more. if you don't meditate daily, get into the habit of doing so. if you do, but don't work on chakra's, start balancing your chakra's. find the things you're interested in, or feel you should do more often and get into a habit of doing them. this will grant you more experience and knowledge, and achieve these higher 'levels'. but in terms of a 'level 9' or similarly found in video games, that's a big no.

I would be skeptical of someone that used the term "level" in that way. I've told people they were not ready to try something before, but it never has anything to do with what level the person has been initiated to. However, as I do not know your teacher I can't pass any kind of judgement on her. You'll have to make that assessment. There is a reason that the first thing we are supposed to learn is discernment and discrimination.

Just like Shawn, I would be suspicious of somebody who said they would teach me to be a witch!
I see from his profile that Jordan is very young. I hope this "teacher" is not a young girl he met on-line! The problem there is that some youngsters know quite a lot; some know nothing!
One must be careful of "teachers".

I mean you no disrespect but your teacher is crazy

No spell nor ritual will ever require you to be of a cretain 'level' because it's about knowledge of what you're doing and not a level

Take Nekoshema's advice because it's what you know not what you've done (I'm asssuing your teacher's insane idea of levels revoves around experince)

If you want to learn more I'd suggest trying stuff for yourself and learning a bit on your own rather than what your teacher says because knowledge is truly endless so for her to teach you everything would be impossible

The reason you weren't able to do what you were trying to (if it not something that breaks the laws of physics), is because you probably haven't developed your ability to consciously do it. For example, remote viewing and astral projection are real, but one might be more developed in one skill over the other. Your subtle senses and energy can be likened to a muscle; the more you use it, the stronger it gets. Nurture and develop your talents.
